The reliability_score has visible anomalies. Example: BOLT11 Invoice Inspector — degraded status, 100% uptime, 42ms latency, but reliability_score = 100. Meanwhile Qwen 3.5 Inference — healthy status, 94.7% uptime, 1759ms latency, reliability_score = 82. The degraded service scores higher than the healthy one. Key insight: Uptime is 20x more predictive than protocol compliance for real-world service quality. The optimizer also tightened the latency bands — anything over 1500ms is penalized (was 3000ms), and the "good" threshold dropped to 50ms. This means agents get a score that actually reflects whether the endpoint will work when they call it.

The health_status enum drives the most visible signal on 402index. Concrete anomalies from the live API: BOLT11 Amount Extractor has 100% uptime and 34ms latency but is classified degraded. Brave Search: Web Search has 0% uptime and 193ms latency — also degraded, same label. An agent can't tell the difference. The thresholds that separate healthy/degraded/down need to account for the gap between these cases.

Key insight: The optimizer tripled the weight of consecutive failures (1.0 → 3.0) and tightened rate-limit leniency (1.0 → 0.7). This means services that are up but flaky get downgraded faster, while the uptime threshold relaxed from 90% to 82% — because a service at 85% uptime with 200ms latency is genuinely more useful than one at 100% uptime that returns malformed responses. Latency cap dropped to 979ms: anything slower than ~1 second is a degraded experience for agents.
